Healthcare Compliance Readiness (HCR) has over 176 years of combined experience leading people and managing healthcare organizations from those as small as just one provider with a few support staff, to Level 1 trauma hospitals. We are certified in many areas including Human Resources, HIPAA, and Medical Materials & Resources.
Many of our staff members are military medical service veterans and have extensive experience working with government regulatory agencies including the Texas Medical Board, the Texas State Board of Dental Examiners, Health & Human Services (HHS), U.S. Department of Labor, Drug Enforcement Agency, Texas Workforce Commission, Joint Commission, and the Occupational Safety Health Administration (OSHA).

VOLUNTEERING

The HCR team is very involved in community service and strongly believes in giving back by sponsoring Blue Santa toy drives and providing volunteer support to Feed My Starving Children.

Frank Lisenbee

Owner & Chief Executive Officer
Frank has over 38 years of experience leading teams and managing healthcare organizations. As a Senior Noncommissioned Officer in the U.S. Air Force, he served in numerous senior leadership positions including Superintendent of DoD’s largest dental activity and interim Command Chief at Wilford Hall Medical Center. Before establishing HCR, Frank also worked as an Occupational Analyst for DoD, Texas and Louisiana District Manager at Ocean Dental, COO at Sole Support, and Practice Director at Health Texas Medical Group. He is a nationally-published author and award-winning speaker, and his many career awards include the Air Force Dental Noncommissioned Officer of the Year. Frank is a graduate of the Air Force Noncommissioned Officers Academy and holds degrees in Dental Sciences, Organizational Management, and Human Resource Management as well as certification as a Senior Professional in Human Resources and HIPAA Professional. He also teaches Leadership & Management for the University of Texas – Small Business Development Center.

Jennifer Baugher

Director of Human Resources
With over 28 years of experience in healthcare, human resources, and team leadership, Jennifer has unparalleled skills in nearly every facet of practice management. She joined the Air Force in 1990 as a dental assistant and eventually became a Group Practice Manager for six specialty clinics and a GPR residency. Later, Jennifer also served a special duty assignment as a Leadership Training Instructor. After military retirement, she was the Texas District Manager for a large private dental company before assuming responsibility for 28 clinics as the company’s VP of Clinical Operations. She is a USAF NCO Academy graduate and holds degrees in Dental Sciences and Instructor Technology.

Emily Hernandez

Human Resources Specialist
Born and raised in San Antonio, Emily started her career in customer service at the age of 17. Her first job saw Emily in the restaurant business at the San Antonio Airport where she quickly earned a management role. While there, she implemented numerous changes that boosted customer satisfaction, increased profits, and raised employee morale. It was also during this time, that Emily fine-tuned her exceptional people skills and ability to handle multiple projects with both ease and accuracy. With a heart for family and over a decade of customer service experience, Emily has a passion for helping others succeed…a passion that is right at home with HCR and the wonderful clients we serve.

Elex Aguilar

Human Resources Specialist
A customer service expert, Elex learned about hospitality and taking care of others in her native San Antonio. She honed her people skills as a Front Desk Concierge for 8 years where making and maintaining relationships was the lifeblood of the business. Elex also spent a large part of her career in the corporate world as an Office Administration professional where she handled everything from electronic file maintenance, business schedules, and office correspondence, to managing financial transactions and billing inquiries. Her unique talent for customer engagement and ability to manage multiple projects flawlessly have made her a valued asset on the HCR team. Elex is tri-lingual and speaks fluent English, Spanish, and Japanese.

Clint Lochabay

Director of Compliance
A native of Dallas, Texas, Clint retired from the U.S. Army after 21 years of service as a dental professional and a healthcare services recruiter. During his career, he served in numerous senior leadership positions managing soldiers, civilian service employees, and federal contractors in both the continental United States and at overseas locations. After retirement, Clint managed health services recruiting department for a government contract recruiting firm and later served as the Office Manager for a multi-office, multi-specialty practice in San Antonio, Texas. Clint graduated from Purdue University Global with a degree in Health Sciences. Clint Lochabay now operates and manages our Compliance Department at HCR.

Santana Dietzman

Compliance Specialist
Originally from rural Michigan, Santana has called San Antonio home for the last 18 years. She served for 12 years as an Air Force dental assistant at Lackland AFB, Texas where she worked in every dental specialty including Endodontics, Periodontics, Orthodontics, Prosthodontics, Oral Surgery, and Advanced Education in General Dentistry. Santana was later promoted to a leadership position in the Infection Control department at the Post-Graduate Residency Training Center where she helped re-write the Air Force Dental Assistants Career Development Course and produced training videos for distribution to 88 Air Force dental clinics across the globe. She holds a degree in Arts from San Antonio College and is a Registered Dental Assistant.

Steve Matthews

Compliance Specialist
Steve’s professional career paths are both extensive and varied. He joined the Air Force in 1986 as an aircraft mechanic before cross-training into the dental career field. Steve held positions including Noncommissioned Officer-in-charge of Infection Control, Dental Supply, and the Airman & Family Readiness Center before retiring. After transitioning from the military, he worked as an oral surgery technician, marketing specialist, dental office manager, and most recently, as Practice Director at a large primary care group. Steve holds a degree in Dental Technology and is a BLS-certified instructor. Steve Matthews is now one of our valued HCR compliance specialists.

Deandra Muniz

Marketing Manager
Deandra earned a Bachelor of Science with a concentration in Visualization from Texas A&M University in College Station, TX. After graduation, she moved back to her hometown of San Antonio, TX to fulfill her dream of becoming a graphic designer in marketing. Deandra has been an exemplary student and has been involved in art, design, and problem-solving activities all of her life; winning local art competitions and competing in state. Since graduation, she has focused on freelance graphic arts and marketing roles with small businesses located in Texas. She takes pride in helping others succeed and is motivated to teach others. Deandra Muniz currently serves as Marketing Manager at HCR and also teaches Marketing & Business Development for the University of Texas – Small Business Development Center.

Paula Jonsson

Director of Insurance Billing
Born and raised in San Antonio, Texas, this extraordinary leader is passionate about high process efficiency, exceptional duty performance, and most of all, exemplary customer service. A healthcare professional since 1997, Paula has served in many leadership roles including Office Manager and District Manager at several national dental organizations. As a former Director of Operations overseeing numerous geographically separate office locations, she has extensive experience in the areas of front office operations, insurance billing, accounts payable/receivable, regulatory compliance, and marketing. Paula’s engaging personality and optimistic outlook is central to motivating any team!

Bianca Gallardo

Dental Billing Specialist
Raised in San Antonio, Texas, Bianca is a highly experienced, motivated dental insurance billing specialist. With over 12 years of experience as a dental assistant and front office manager, she has worked in numerous general dentistry and specialty care dental practices and as such is intimately familiar with the insurance billing process from start to finish. Bianca understands what is required for providers to get paid and is skillfully adept at making that happen. She is an equally capable insurance verification specialist and provider credentialing coordinator. Bianca is fluent in Spanish and is a Texas Register Dental Assistant (RDA).

Erica Rendon

Dental Billing Specialist
Erica has been a healthcare professional for over 14 years and absolutely loves the work! Born and raised in San Antonio, Texas, she started her first job as a Customer Service Representative at the tender age of 16. Before long, Erica was eager for a new experience and landed a front office position at a local orthodontic office. Within 90 days, she was offered the opportunity to move into a role as a Medicaid biller for orthodontics, and later as a Treatment Coordinator. Since then, Erica has worked in nearly every position in a dental office including Patient Accounting Specialist and Practice Manager.

Jazmine Almaguer

Dental Billing Specialist
Jazmine was born and raised in South Texas and graduated with the third highest GPA in her high school class. She became a Registered Dental Assistant in 2012 and immediately began working at the ground level of a single-doctor dental clinic in Portland, Texas. As a result of Jazmine’s hard work, expertise, and raw capacity for making things happen, that practice grew into a 14-office multi-state dental organization in just 9 short years under her leadership as the Director of Operations. Jazmine’s depth of knowledge is extensive, particularly in all areas of office management, clinical operations, insurance billing, and credentialing. In 2022, she left behind the hard-charging life of executive leadership to spend more time with her beautiful family and focus on raising her kids as well as several foster children.  Jazmine holds degrees in both Psychology and Business Administration.

Debbie Hendricks

Dental Billing Specialist
With a resume in healthcare spanning over 30 years, Debbie is an extraordinarily well-season professional who has worked extensively in the medical, dental, and optometry industries. This Terre Haute, Indiana native’s remarkable career includes Officer Manager positions at numerous physicians’ group and optometry offices throughout the midwestern US before becoming a medical biller in 1999. In 2007, Debbie took another position as Officer Manager for a women’s health group and later joined a national dental organization in 2010 as an Officer Manager in both Indiana and Texas. Debbie superbly well-rounded experience and demonstrated capability in healthcare operations as well as medical and dental billing are indeed impressive.
